I personally feel like the talk of a full-fledged justice system is over-complicating things a little. We have two groups of people looking out for everyone so I think at this point a legal system could be as simple as "These are the cocial rules that we follow. If x, y, or z happens then those groups or whoever else steps up to do something" rather than a whole lot of legal mumbo-jumbo. That leaves it open to anyone who wants to get involved and doesn't mean that everything has to be plotted out completely and allows for things to change based on player interference.
Most characters follow a set of social norms with the exception of a potential few from worlds or cultures that are different. Bowser Jr comes to mind for this because the Koopa Kingdom operates different for the others, but it was neither Bowser nor himself that decided this because it was Kamek who was their tutor and doing evil things. As far as he knows, he's just doing what is expected of him and so it being clear from the start that things don't work that way here would cover for that in that if such a character arrived they'd know those things weren't acceptable and not be exempt. Other characters also could not try and use that as an excuse to avoid punishment.
This was an easily managed thing in my old game and didn't change how plotting worked at all. It also didn't make it so law enforcement was always responsible for everything. Other characters could get involved and things could improve or plans could be endangered because of it for a more natural feel.
I do like the idea of Ashura and Nautilus being able to dish out unusual consequences through Bending, though I think that Nautilus stepping in should be if people ICly want him to or if they can't handle the villain because otherwise more negative CR could come up as to why he didn't step in before things got so bad or any other such thing like that. It would also allow people to get more CR with the Ashura and possibly the Deva if they get a use for their powers like that.
Apps
I think unscreening apps is a good thing because it gives us something to compare our apps to in context of revisions and what isn't acceptable. I dod think written history sections are outdated now, as the history itself isn't really open to perception. I do think that if it could be tweaked in a way that the applicant shows how they see the history as affecting who the character is then it's fine. So maybe the three most defining moments to that person that they feel defined their character and why or something similar maybe?
AC
I feel like AC could be tweaked a little. I think that a couple less comments on network posts and one or two more comments on log posts to count would be fair, because the game has slowed a little and so sometimes waiting for tags on the network can lead to just barely making it through no one's fault, or possibly having to force CR that doesn't feel natural.
On a similar note, if a hiatus is taken long enough to get a pass on AC but AC is made and submitted, that AC should be usable against without penalty. We can't always perfectly judge if our hiatus will be as long as planned, or if when we come back there will be enough that our characters would have tagged ICly. Judging wrong shouldn't cost us use of AC unless it's actually being abused.
